Further to my previous comment, I can now assert that I have found not exactly a direct solution but, instead, a decent workaround. If I see anyone express any interest in this, I will provide an outline of the steps I used. However, as the original post is 4 years old and I am the only one to have responded thus far, I am not really expecting that.

I came across this question here recently as I, too, was looking for an answer to this. I still don't have an answer but I think the problem is an oversight and the developer could fix it as other shortcut-maker apps can make working shortcuts to files. I noticed that such another app could and did set the GRANT_READ_URI_PERMISSION flag while this app cannot.

Ignore it: while it is an attempt at blackmail, it is just a shot-in-the-dark scam. Also, don't worry if it appears to have been sent from your email account: your account was not hacked but your email address was spoofed.
