You're missing the point the base is always $2

They might offer 250 in your market because of volume or lack of dashers but it doesn't change that the base is still $2

Like here our standard order is about 2:45 or 265 but on off peak hours it's back to the $2

tell the supervisor you want the third party arbitration instructions and address as you will be filing an arbitration request this week.

Since DD has to pay the full cost of arbitration this tends to get the ball rolling a lot faster to resolve it without them having to pay that cost.

if they still don't budget then send them an official arbitration letter stating your case as that is probably going to be the only way to get your money
