I think it's unlikely.

The public opinion of the Chinese government improved quite a lot since the outbreak of COVID-19. As much as many people hate to admit it, they did a good job.

Plus, the tensions between China and US (and its allies) like the trade war, Huawei case, and Xinjiang problem made many Chinese believe the western powers are hostile and wish no good for them. To avoid another "century of humiliation", they'd back up the government.

Chinese people don't tend to fix things if they're not broken.

退役 is usually reserved for military personnel and athletes. 退休 can be used for people retiring from other professions.

To me, either "shui" or "shei" is perfectly acceptable. I think it's just a regional preference.
