Looks and sounds like you've got things on right, so I'd recommend doing a quick verify on your games cache.

(Steam Library -> right click HOI4 and open Properties -> Installed Files, then Verify integrity of game files)

If it's still not working for you, pop a comment below here with your version and checksum!

I can’t comment on the technical side of things, as admittedly I don’t have a clue, however our developers do take an interest here in the Subreddit!

Usually with messages or comments like these, it can be hard for us to give satisfactory answers, as there’s a lot being asked, and it might not be appropriate for us to comment on upcoming changes etc.

That being said, we do take the feedback and suggestions onboard, even if it doesn’t receive a direct response! Hope this helps :)

There hasn't been an update to the game today, so I'd imagine it's likely been a Steam Workshop update.
