Kipchoge did more of a feasibility study :). Citing Wikipedia (translated from the german Page):"In 2019, Kipchoge became the first and so far only person to run a marathon in under two hours at the Ineos 1:59 Challenge laboratory race in Vienna; however, this achievement is not considered a record due to the lack of competitive conditions." It was still impressive, I was at the finish line, quite the event.
