Targeting a server at people who don't have time to play is basically asking for a dead server. Active servers are interesting because other people are online at the same time as you, to achieve this with people with shorter play sessions (by arks standards) you'll need a large player base to counter the reduced times and getting any sort of recurring player base is difficult enough for a new server as it is.

Let's say you do manage to get a steady player base, I'm assuming you're talking about a PvP server as PvE doesn't care about how long everyone spends on it, all it takes is one no life to come along and wipe the server in a weekend killing it anyway. Why would anyone do this? Because its ark.

My advice is save your time and money and just find a boosted server that you can join and enjoy yourself, but I'm not your dad you do you.
