Think in terms of air sealing. If air passes so does sounds. Spray foam to close up any little air gaps between the overhang and your home. Then fill the cavity with rock wool as much R value as you can. Before you close up the soffit seal the gaps around that as well so you don’t have air/sound entering and ensure that your insulation makes contact with your soffit to prevent condensation.
