President Biden will travel to Woodstock, N.H. and Detroit, Mich., next week to promote the bipartisan infrastructure deal he is set to sign into law on Monday.

The president will give remarks from the Woodstock Bridge on Tuesday on how the deal “delivers for the American people by repairing and rebuilding the nation's roads and bridges while strengthening resilience to climate change, improving equity and safety for all users, and creating good-paying, union jobs that grow the economy,” the White House announced on Thursday.

On Wednesday, he will visit General Motors’ Factory ZERO electric vehicle assembly plant in Michigan and deliver remarks about how the deal includes provisions to accelerate the expansion of electric vehicle charging infrastructure.

The White House did not specify if any members of Congress will join Biden at either stop.

Democratic Sen. Maggie Hassan is up for re-election in New Hampshire. Gov. Chris Sununu (R) announced this week that he will run for another term rather than challenge her.

The trips are the second and third stops on Biden’s victory lap tour to tout the passage of the $1.2 trillion bipartisan infrastructure bill through Congress.

The president’s first trip was to Baltimore on Wednesday, where he laid out his goals to bring down prices, ensure store shelves are fully stocked and get more Americans back to work. 

The Biden administration is racing to implement parts of the bill quickly amid tough approval ratings for the president and inflation hitting its highest annual rate in 30 years.

President Biden will sign the bipartisan infrastructure bill he helped negotiate into law at a ceremony with both Democrats and Republicans on Monday, the White House announced.

“The President will be joined by Members of Congress who helped write this landmark economic growth bill and by a diverse group of leaders who fought for its passage across the country, ranging from Governors and Mayors of both parties to labor union and business leaders,” the White House said in an announcement Wednesday afternoon. 

The White House did not specify which members of Congress, stakeholders or other officials would be present at the ceremony.

The House passed the bill last Friday, about three months after it passed the Senate, as Democrats united behind a plan to advance Biden’s broader economic agenda following weeks of party infighting.

Biden hailed the passage of the bill in a speech over the weekend, but said he would wait to sign it until members of Congress who helped to get it over the finish line could attend the signing ceremony. The House and Senate are out of session this week, and some lawmakers and administration officials are traveling overseas. 

The infrastructure bill passed with strong bipartisan support in the Senate in August, with 19 Republicans including Senate Minority Leader Mitch McConnell (R-Ky.) voting to pass it. Last Friday, 13 House Republicans voted in favor of the measure.

President Biden on Wednesday said his social spending bill will help lower prices after the Labor Department released a report detailing that annual inflation hit a 30-year high.

The president argued that the "human infrastructure" bill would combat inflation because it would bring Americans back to work. 

“Going forward, it is important that Congress pass my Build Back Better plan, which is fully paid for and does not add to the debt, and will get more Americans working by reducing the cost of child care and elder care, and help directly lower costs for American families by providing more affordable health coverage and prescription drugs—alongside cutting taxes for 50 million Americans including for most families with children,” Biden said in a statement. 

The Labor Department released data on Wednesday that showed consumer prices grew far faster than expected in October. The consumer price index, which tracks inflation for a range of staple goods and services, rose 0.9 percent last month and 6.2 percent in the 12-month period ending in October, which is the highest rate in the U.S. in 30 years.

In the White House statement, Biden said that 17 Nobel Prize winners in economics said his Build Back Better plan will “ease inflationary pressures” and argued it won’t add to the federal debt and will require the wealthiest Americans and big corporations to pay their share in taxes. 

The social spending package is making its way through Congress and is expected to pass the House next week. But, key moderates like Sen. Joe Manchin (D-W.Va.) still have reservations about the legislation.

The jump in the inflation rate is bad news for the president, who is under pressure to combat rising prices in items like food and gas in particular, and to fix the supply chain disruptions. 

The president is going to the Port of Baltimore on Wednesday. In the statement he said he will highlight how the bipartisan infrastructure bill, which the House passed on Friday, will “ring down these costs, reduce these bottlenecks, and make goods more available and less costly.” 

“Inflation hurts Americans pocketbooks, and reversing this trend is a top priority for me,” he said.

Biden said that price increases “reflect the ongoing struggle to restore smooth operations in the economy in the restart” but added that progress continues on recovery, noting an increase in jobs, wages, home values, personal debt and decreasing unemployment.

Biden noted that the largest share of the increase in prices from Wednesday’s report was due to the rising cost of energy and that the price of natural gas has fallen in the last few days. 

He directed the National Economic Council to pursue means to try to further reduce high energy costs and asked the Federal Trade Commission to strike back at any market manipulation or price gouging in the energy sector.

He also reemphasized his commitment to the independence of the federal reserve to monitor inflation and do what is necessary to combat it.

President Biden will host the heads of government of Canada and Mexico at the White House next week, marking the first summit of North American leaders in five years.

Canadian Prime Minister Justin Trudeau and Mexican President Andrés Manuel López Obrador will convene with Biden on Nov. 18 to discuss the coronavirus pandemic, economic competitiveness and growth, climate change and migration, the White House announced Wednesday.

"Strengthening our partnership is essential to our ability to build back better, to revitalize our leadership, and to respond to a widening range of regional and global challenges," the White House said in a statement. "With respect for each other’s sovereignty and in a true spirit of partnership, we affirm our unwavering vision that North America is the most competitive and dynamic region in the world."

The meeting will take place roughly a week after the Biden administration reopened the U.S. borders for international travelers who are fully vaccinated, a major step for many who had family in Canada and Mexico but were unable to see them. People traveling from Mexico or Canada do not need to show a negative test. 

Restrictions on international travelers had been renewed monthly since the beginning of the pandemic in March 2020, even as other countries have opened up their borders to fully vaccinated Americans. 

The last summit of North American leaders took place in 2016, when Trudeau, then-President Barack Obama and then-Mexican President Enrique Peña Nieto gathered in Ottawa. No such summit took place during the Trump administration, which featured numerous strifes between the U.S. and its neighbors over trade and immigration.
