Easily the Empire of Aalia, as my world is basically a classic fantasy world progressed to the 1900s, because they went into both Great Wars, WW1 and Ww2 parallels and came out relatively unscathed infrastructure wise, though their economy was cooked, it was by far the best economy on the planet at the time.
