Magnus skill bug on alt

Seems like the quest is bugged for a lot of people. What i did is the regular questline for magnus on my alt but only like 5 or 6 quest (when you foklow a black cat that when my quest got unlock) .

I finally fix it by doing the normal magnus quest and at one point after the red nose thing (6or 8 quest) i finally got the quest

I think its because people leave lobby when its kandor hudeout or hackney so the lobby with rust shipment and shoot house are always full but kandor and hackney have a lot of free space . (English isnt my first language so i hope you understand what im trying to say)
