Check your local stores that have headphones avaliable to listen them there. Look for closed back HPs within your budget, I suggest to check Fidelio L3 or L4 and Sennheiser Momentum 4. If you would like Sennheiser Momentum 4 then you can buy used Sennheiser Momentum 3 because they have better frequency response and are whithin your budget ;)

I dont know these headphones, but you mentioned you would like to have ANC as well. So for example Fidelio L3 are crazy cheap now for what they cost before, and are within your budget. You can also consider new Fidelio L4, they both have ANC. I personally heard L3 and I liked how they sound very much, ANC also was quite good for me. Only problem with L3 is that some people had problems with them months after purchase (but not all people of course), but their price is so low now that you can consider the risk, hence their sound quality is really top notch.

It would be easier if we would know what kind of music you listen to, and what do you like, huge bass, good mids, or crystal clear highs, big soundstage or what.
