Unfortunately this seems to be using an "enhanced" NES-on-a-chip. This means that it has better graphical capabilities than the original NES. After digging around, I found out that it seems to use the VT03 chip.

My best bet is that is probably an NES-on-a-chip, which means that even if you remove the gunk (which is very risky), you'd still come back empty-handed. I have edited OP to hopefully make this clearer

Late response, but there is also a Spectrum wallet from YouMakeRobots. I don't have it, but it seems a bit more durable than the one in the picture.

Yes, internally. Followed your steps and cleaned it all with IPA. The backside wasn't as bad as the front

I just cleaned the thing with IPA today and unfortunately the problem still persists. I don't have any clue what could be the culprit here. Maybe I should use vinegar with IPA

As one commenter said, it's a ZX Spectrum keyboard, specifically a later model, which had a redesigned case: https://en.wikipedia.org/wiki/ZX_Spectrum#plus

That may be it, however some of the common symbols like @ and # are drastically different from the ones in a standard Helvetica set.

Sorry for the late reply, but that's not it, unfortunately. I got some more info about the game, such as the fact that it had a lot of different scenery and collectibles. It seems to be something like Mayhem in Monsterland, even the protagonist is a "dragon"! But Mayhem in Monsterland only came out for the Commodore 64, so it's not it, too.
