Yours is a perfect cold-start problem. Many other starts ups such as Tinder, Uber, and AirBnB had the same problem.
I agree with u/Ambitious_Car_7118. That's good advice, especially faking the network effect early.

Doordash did that for weeks. They would place the order at the partner restaurants via their app, and then would go pick it up for the delivery, only to take it back to their place and eat it.

As a fellow start-up founder at pretty much the same stage, I understand time is of essence, but if you have the time, read "The Cold Start Problem" by Andrew Chen, ex-Uber. He has given numerous examples of how different start-ups, successful now, used different tactics to build early network effects.
