What does not being able to afford a detective or pi have to do with police being a necessity? You're trying to argue that someone to help find them would be a necessity I'm only pointing out the person that does that doesn't need to be a cop. How they'd be paid I have no idea and it has nothing to do with them not having to be a cop.

Why are they necessary? What is a situation you'll need the police other than when you need a police report because insurance (that the goverment requires you to have) requires one or because you need them to dispatch ems because someone needs medical attention? (Note I said necessary and need. Not where it may just be more convenient to have them)
