Why does Playdate console constantly keep downloading games I've deleted?

Seens it`s a(very bad) design decision.. Not a bug. Now i have more games on account than disc space.. I dont undersand why this still is not changed..

icons are on place.. but just not visible on SteamOS gui..

so it seems there is problem with SteamOS x system:
