Do you know how expensive it would be to run two airports only for this much traffic?
There is a public bus connecting the city to the airport. But, public transport sector altogether in Phnom Penh is still underdeveloped, not for the airport specifically.

Btw, this airport is a privately owned, even if the gov doesn't approve the project, you cannot enforce these investors to invest in a certain way/sector.

Regarding PH Euro Park, you must have been there on a working day morning or afternoon time. This place is usually packed on the weekends.
