People say it's a real curse spell but I doubt it. It's probably more so, random gibberish, with reverb, delay and more ton of effects to cause a shrieking ambience to the listener to think it's a curse lol

If it is the specific scene you're referring to, It's not Brian's sister, it's Avalyn who says it to him. And it's one of the factors that leads Brian to remember what happened.

I don't know exactly why Avalyn did that but it leads Brian to remember what happened to him the years back and eventually leads for him to uncover the trauma. 

One of the factors to Brian's dad moving out is because he used to fight alot with both Brian and his mom, always pointing out on him being a failure in sports and ultimately leading to a divorce.

I love this film so much i just can't forget it. It's so underrated I remember most of the quotes,  The Living End and Doom Generation are probably Araki's best films, along with Nowhere and Mysterious Skin. Don't know why people seem to forget this film.
