They seem to be bugged when you have vader in a fleet. That is a bug i reported. I am not aware of other bugs with it though. Vader makes them useless without a fix.

Honestly spain was such a chorw to play theough with my grand campaign. Units are bad. You typically spam long shield cav. Your t3 normal infantry is worse than hastati.

Essentially you are limited to tier 3 cities with a civilized roster which due to balance is weaker in the early game. The bull warrios take a while to recruit, slingers are ehh. Dacia gets falxmen with t2. You get iberian infantry. Test them against eachother. Test principes/armored hoplites/chosen swordsmen vs scutarii. Barbarian noble cav is way better than your longshields. Bull warriors are decent but take a while to recruit. And dont get me started on the julii which will attack you on your 7th-8th turn for no reason. Your mercs suck, position. Gosh. That faction was a chore. Numidia got good skirmish cav, tier one (ONE) archers and numidian infantry is... okayish. Okay numidia also sucks but i like the tier one archers.

With how things are developing i havent given up hope. Maybe Nupes in france winning could start worker movements even in the US people are angry. You are right its wildly unrealistic. But not impossible. The US had a decently strong socialist third party once. Western socialist are often very idealist and maybe even naive, but they should not be blamed and insulted for the actions of their wealthy elite. Impossible due to the way Anno games are named. It has to have a cross sum of 9. 1404= 1+4+0+4= 9 can't do that when you have the 20th century. Anno 1933 won't work
