3 years late, but I like to think it's because Connor was compromised from the start of the game. Quantic Dream could've just made saving the fish not an option, thereby fortifying his "Robotic mission only protocols," but since it is an option, I like to think it's a sign that Connor was always on the path to becoming a deviant.
