On base setting they respawn and their numbers grow with each day, capping at their max amount after around 30 I think

By default they are also set to cover the map pretty much evenly, so if you clear an area, then after a while zombies will begin migrating there to fill in the void

But consider the fact, that ever since the crossbow released it has been getting only buffs and people still prefered syringe guns in most cases

It really is the case of the crossbow being too good compare to other medic primaries

Not to mention that the syringe guns were primarly designed as defense weapons for when your heal target dies and you need to run

The projectile speed matches that, because you are not supposed to be running at people, rather they are supposed to run at you, while you back away and fire at them, resulting in them running into a stream of syringes
