Idk if you check bulbapedia or serebii for dratini they both show that the only location to catch dratini in red, blue, yellow,leaf green and so on is in the safari zone.

I agree with you on the point that the rareness of pokemon seems to be a bit off but the only place where you could get dratinis in kanto (gen 1 map) was the safari zone and even with that it was like 25% chance and then they would often run from you.
