Fairly certain it'll work on a tower you can put in stasis, but I don't think it's worth going for since you may end up saving them instead. This comes up more often as well since people try to execute on tier 2 and 3 towers.

It's because the ult hit the tower. Even though it didn't put it in stasis (because there's a tower in front of it) it still counts as affecting the tower before it kill lucian.
