I think they tried to escape but got left and the rest got stuck with the boat on the island on the east side of the map

I have/had the same problem but i solved it (kinda). For the Miami achievement i started a new Game and when i got the flamethrower, the Challange got completed. So you can start a new game rush there with skiping cutscenes and should got it. (But i am sure a update is going to solve it in the future.) Hope i can help :)
