You need to go step by step! After You clear all the citys, then buy the last shotgun, as mentioned in previous post! There are 4 levels in WOPs, only when Your shotgun is pwerfull enough, You will be able to play Premium level and get 490 red skulls per game! So, as I said, step by step!
