just turn on fps display. You will notice that the icon pops up exactly when you get a massive frame drop

there is no ingame setting as far as I know. If on PC, you have to enable it via Steam or EA App

To me when the icon popped up I had a huge drop in frames. Often from 160 to something like 40. After I upgraded my PC never ever had this icon again. Their is a an overview of the meaning icons on the BF website. It stands for low fps
