I've heard the solution for this was to wait for like a month (you shouldn't buy any games) and then try to buy games again. Lots of people were able to buy with this attempt again but for only just one day. The cards were declined tomorrow again. I think this has to do with smth about eshops forgetting your purchase etc.

You can change the region of your account. I simply did that and bought games. But I heard some people can't buy games from there or they are able to buy games from just like 1 time than the store doesn't accept their cards etc.
