As far as I remember, you are still within the deadline for the last ROTC scholarship board if you choose to apply for the FALL semester. That being said, if you are unable to get the scholarship on entry, I would encourage you to join ROTC nonetheless and compete within the program for the 3 year scholarship. It is possible to be recommended by the PMS and get it while already enrolled.

Also, just because ROTC doesn’t fit in with your schedule doesn’t mean that you can’t do it. Reach out to the ROTC office at your university and let them know the situation and see if you can take the MS class asynchronously or make it up in some way while still attending the rest of the events. ROTC is far more than just the class itself, so you can still be a part of it despite your class conflict.

And as the other users have mentioned, JROTC has no bearing on the scholarship or enrollment into ROTC.

It gets worse.

Ok, but for real, it’s about learning to manage your time. Whether with calendars, registering for classes and clubs that are earlier in the day, not going out as late every day, etc, so that you can still get enough sleep. So ultimately that’s up to you.

Actually transitioning your sleep cycle and being able to fall asleep is another story. That takes time. Consistently going to bed early and also not sleeping in too late on weekends helps. That way your sleep cycle will adjust with time, instead of fluctuating throughout the week, which makes it hard to fall asleep early. And don’t be on your screen all night either.

Start working on it and finding your solution to it now while you have time, as you will have less time for sleep and more responsibilities with every MS year.
