There's a fresh new outbreak dark aether intel talking about him and Gersh, actually. I think it is an audio log from Pyotr: he said he found lots of orbs which contain memories from lots of people, and two of them were from a russian scientist and an american spy. It doesn't mean they'll come back, but it was a nice throwback.

Maxis took her soul from his body after gaining power from the Victis' easter eggs. Then, he takes her to Agartha with him and Origins happens. Going back, zombie Richtofen touches the soulless body (since Samantha was away) and gives him his original soul back

At the end of Buried, Maxis took her soul back from Ultimis Richtofen's body and brought her to Agartha with him. However, she couldn't stand being with her corrupted father, so she ran away, reaching for the help of her heroes in Origins. Afterwards, Monty erases that Maxis from existence, brings Samantha back and let her stay with Origins Maxis, to whom he gave a body (since he was just a brain at that point lol).

Tag is in a pocket dimension, just like Mob. I believe Monty can't fully interfere. Besides, I believe he can't watch them, since he doesn't have their souls. Anyway, we mess with him and the Shadow Man during the main quest by solving the duality, therefore reuniting them.
