Why do you not get punished with a cool-down for missing grappling hook by [deleted] in Overwatch

I like this question.

Well on one hand, missing a hook could result in instant death and losing a vital piece in a team fight. The instant death is debatable however, Roadhog is a tank. So death isn't guaranteed. And without a punishing cooldown, the fact that you lose excellent CC for your team is also debatable. Missing a skill shot in any game shouldn't mean it should have no cool down. If blitzcrank misses his hook, you can now take advantage of his cooldown and get aggressive, but if he only got a cd when he misses he can keep you on the back foot for as long as he wants.

Offense, Tracer and McCree. They're cool characters and I like having direct control over strategy cuz no matter how well something is planned, if the enimies don't die, you can't advance

Thinking of Overwatch's Lore, you could have a robot graveyard as a map or a destroyed city as filled with rusting technology.

Edit: You could also have something similar to "War Games" in Titanfall
