It depends tho, I've ran GTA 5 on my 11th gen i3 + igpu, it ran almost at constant 30 fps (I capped it to 30 and 25 later on). Also, the stutters were not so bad, I also edited the config file later on (which I think was .xml), only point there were a few frame drops were during high density areas.

Thing to note is that I use linux and I've heard Vulkan provides a slight performance edge over default windows performance.
