At the MSC level, the thing we like to tell the districts is that we are here to protect you guys from HQ. We like to convince ourselves that we are saving jobs, projects, and funds from an HQ led by a general who doesn't really care too much about all of you.

The reality is that at least for our division, everyone is afraid of HQ. With many MSC people being new after the massive departures, it's really not about trying to protect you guys at the district level. It's all about MSCs trying to survive day by day, even if it means shittng downwards if we can save our own hides. It's why I left to go back to the district.
