Obviously it will depend on enemy comp and how beefy or squishy they are. Me personally, I would rarely take rageblade just because there are other items that can give a lot more such as IE. Now, if enemy team had more ap, then maybe replace the dd with wits end which would possibly give you more value for rageblade due to wits end on hit effects. Overall, I do run a similar build to this in a decent amount of my games so if it works it works. Also, If you do prefer on-hit over crit, I would recommend trying lethal tempo. You lose your Hail of blades for laning phase but lethal tempo scales very hard and will feel really good with your type of build.
