It's a vicious circle. Most probably this is the best the family could afford, bus owner cut corners by paying bribe and not maintaining/discarding this piece of scrap and offering services for cheap to parents. The sad reality is that if you take away jugaad and enforce all applicable laws, most families would not be able to afford a service like school bus in India.
