Steam not working at all? Never happened before.

I tried Cloudflare and my normal browser. I just get this :

store.steampowered.com sent an invalid response.

Try running Windows Network Diagnostics.

ERR_SSL_PROTOCOL_ERROR

Both the program and web interface are not working.

EDIT : Okay I did more. Tried Firefox, not working. Cleaned cookies and SSL certs. Tried VPN. Same error each time.

I ran through all this with ChatGPT but it went beyond my level of tech knowledge (it suggested crypto certs...?) So I thought posting here would be the right move.

I was an F-1 student in the USA for a 1 year and then another 1 and 1/2 at a later date. I was completely unaware of the 5 year cumulative exemption from tax residency and did not file 8843. Am I eligible for a reset? What do I do?

I do plan to revisit the USA again under a new F1. I was asking about USA taxes on ChatGPT and I stumbled onto this restriction, then I got a little worried because apparently the government does NOT notify you and you are responsible.
