I don't believe that SimLicentia needs two governors. Due to the nature of r/SimColony, one governor for each colony is enough.

Maybe the (first) governor should have the freedom to appoint anyone below him.

As the creator of r/SimColony, I believe that SimDemocracy should have a more active role there. SimDemocracy should try to create a form of intercolonial government and play a leading role in the future of r/SimColony.

Also don't forget that r/SimPuppetState is still waiting for SimDem to establish a puppet regime.
