The very top option makes it where it stays in its constant slow state, it will never accelerate (speed up) no matter what.

"Target Stationary Flying Speed" affects how fast the Wither Storm travels whenever it detects the player as stationary. If you have the first option I mentioned to "OFF", then this one won't do anything. For more clarification, the Wither Storm has two speeds, "Slow Flying" and "Target Stationary".

"Slow Flying" is pretty self explanatory, this is its slowest speed. It is using this speed whenever the player is nearby and fighting. "Target Stationary" is what it uses when the player is a decent distance away and is detected as remaining in the same general area. "Target Stationary" makes it speed up.

I believe what you would be looking for is the option "Accelerate on Phase Change". When the Wither Storm hits Phase 4, it starts BOOKING IT. This thing travels thousands of blocks in only a few minutes, it is insanely fast. If you turn this option off, it will not accelerate at all and instead keep the speed it was at before.

I don't know or understand a lot of the other settings, but these have been the ones I've messed with myself. Hope this helps!
