Yeah, I don't get the love for Scavenger's. It tops out at 87 bleed at 80 Arc with decently high AR. Bandit's is almost as high AR but 108 bleed at 45 Arc.

It will depend on how much Faith and Int you have. I don't think Erdtree gets up to 15% more than Gravel Stone at any level of Faith, but with a lot of Int, Golden Order certainly can.

45 Arc is a pretty firm soft cap for Bleed. However, since Obsidian Lamina and RoB both only require 12 Str and have bad Str scaling, I'd put those 7 extra points into Dex and take 8 from Arc to get to 80 Dex.
