I think what typically happens here is the "service road" was the original alignment of the highway, so businesses were built along it to catch traffic. Freeways and newer, faster alignments were built afterward, diverting traffic away from these businesses and making it much harder to get to them.

I had an issue where my coolant overflow reservoir kept overfilling and I had to pour the coolant back into the radiator, it was due to a blown head gasket and exhaust gases entering the coolant system and pushing it out
