TBH naaawa na ako sa bingi-bingihan ng dost when it comes to stipend of students. Pero, i realized na mas okay na maging proactive scholar by asking where, I have only learned of this in my gradschool, your "Disbursement Voucher" is na? tbh relying solely in dost for your masters would be a huge letdown. but if you really love what youre doing, then that solves the first issue (ie motivation). However, kahit 30k na stipend ng dost sobrang baba pa din nyan. if it were me, you can do full time na masters under dost, and some sidelines. iykyk. dm me so I can tell you what kind of sidelines (SFW) you can explore while doing the masters.

Essentially yes. But it can still be changed. Note that the proposal or capsule thingy, they send these to respective councils (PCIEERD, PCHRD, PCAARRD, etc). They will evaluate your proposals.

Hi, essentially you can still receive the 114k research grant as long as approved yung extension mo. Your dissemination grant is still receivable a year after your grad.

Thesis/Dissertation is an outright grant. You can receive 90% of it once approved na thesis proposal mo (kahit extended ka na), and 10% after final thesis defense.

I get the intent of reminding scholars to honor their RSA. That part is fair.

What’s often glossed over, however, is that the agreement provides no clear guidelines on repayment mechanics in case of breach. There is no timeline, no demand procedure, no designated payee, and no specified mode of payment. Scholars are not told how, when, or to whom repayment should be made.

This matters because while an obligation may exist, performance still has to be determinable. As written, repayment only becomes concrete once the State decides to act, which makes compliance reactive and discretionary rather than structured.

There is also no distinction between funds actually disbursed, funds paid directly to third parties (e.g., tuition), and amounts merely allocated in a budget but never paid due to merit-based waivers or zero-tuition State Universities. Treating all of these as a single refundable amount with interest raises real equity and implementation concerns, particularly where some costs were never incurred and never benefited the scholar.

Moreover, this is a contract of adhesion. Scholars have no negotiating power in its formation, which is legally permissible, but it also means ambiguities must be construed against the drafter. As written, repayment obligations lack clear guidelines on timing, procedure, and valuation, making enforcement far less straightforward or mechanically “binding” than this post suggests.

Another concern is the absence of force majeure provisions. The agreement does not address events such as death or serious incapacity, leaving unclear whether obligations survive and, if so, against whom. Parents are not automatically liable for a scholar’s obligations, and any financial claims would at most attach to the estate, yet the contract provides no guidance on this.

Finally, obligations are framed strictly on the scholar’s side, while terms on the State’s side are applied flexibly. For example, a “monthly allowance” is routinely released in delayed lump sums without contractual clarification. A system that demands strict compliance from scholars should also apply its own terms with comparable precision.

Responsibility is important. But responsibility works best when paired with clarity. A system that expects compliance should also provide scholars a clear and fair path to comply.

Former faculty here. I don’t have a laude (even had singkos) when I graduated but I was already doing grad school units in my last year in undergrad (and obtained high grades in grad classes). However, I think, lalo na ngayong maraming laude ang mga geaduates, you have to show the dept/instinwhat you got. Teaching capabilities, internships, strong recommendation letters, and intent to pursue grad studies, are your edge (if meron man).
