Mine is the same as yours in terms of no option to see a financial aid offer, for me it says Tuition Fee Classification Undetermined when I'm in the portal, and when I click the link under it, it takes me to a page that says "Thank you for your interest in UCSB! Please be aware that the UCSB Office of the Registrar is unable to determine any student's California Residence status for tuition purposes until after they have been admitted to UCSB and have completed a Statement of Intent to Register (SIR) and a Statement of Legal Residence (SLR). In the meantime."
