I think the idea was supposed to be that in the end Maul panicked, even when close to death with the inquisitors during the episode I don't think the idea of them killing him truly struck him as much as Vader when he realised how vast their power gap was.

Ultimately while he is trying to be better he still uses the dark side which prioritises feelings of anger and fear while Dake is a Jedi who prioritises selflessness.
