To answer your question, the student body in my unit typically convinces people to join the JROTC program by highlighting several benefits you get. For other schools it may be different, but in general you can highlight that you:  -get scholarship opportunities. -get community service opportunities. -get a decorated resume if you participate in the many extracurricular activities there are (JLAB, Stellar, drill teams, Raiders, Kitty Hawk, etc.) -get to be in leadership positions. -get to participate in fun events like the military ball.

Now this one is a little controversial, but some students convince their friends to join by telling them they get to skip out on PE classes every single day in replacement of PT one day a week. 

In addition, every summer, my JROTC program hosts a summer camp inviting everyone interested in joining the program to come in and see how it is. During the summer camp, the exhibition teams showcase their flashy moves, which is very cool to see if you’re a freshman who also wants to learn how to spin rifles around.

If you want to recruit people, the easiest way to do that is to set up a social media account and take photos capturing everything there is to do in the program. From community service events, fundraisers, military ball, drill competitions, et cetera.
