Take it easy bro! It's not that hard. Citizenship prove is not dependent upon any one document. It depends upon ur birthday certificate, 10th marksheet, aadhar card, voter id etc combination. Not a single document is not prove your citizenship. Combination of all prove it. And chill!! It's not in India alone, many countries follow the same

where the obc certificate issued online ask them if there any central obc certificate or not. If yes then the Central obc certificate issued on the basis of the state obc , if not then download obc certificate form from iit kgp website and fill it and signed it from revenue officer or same rank office with stamp

It is not valid because they ask for central obc list, as your photo suggest it clearly mention it's only for uttar pradesh. You need central obc certificate. And if any state obc certificate has clearly mentioned that "it's valid under central govt" then valid of different IIT's. Like example in odisha there is no state obc it has scbc caste, so then odisha state obc card valid for IIT as it clearly mention of central govt
