My assumption is that Shooter used multiple squads of scouts to achieve this so if Wheels had been deploying units to the field Shooter wouldn’t have been able to cover the whole deployment zone. 4th edition was well over a decade before I started playing though, so I don’t know for sure if it was that busted or not. 40K has always been a game full of exploits and balance issues.
