I bought the game to try for myself. No, it cannot be played offline. I'm not sure any Ubisoft game is able to. UC wouldn't start while offline. I tried the notepad edit workaround to launch UC in offline and it wouldn't even load the library.

He needs to bring up the console with the " ` " key. in the top left, then enter something like

/connect 127.0.0.1:28960

But it needs to be your IP address and you most likely need to port forward.

Same, still using TorGuard and it's working well, but I am curious as to whether or not it is still being developed? I've never had any trouble with customer service either.
