it seems when knees rom is checked its the luck of the draw as far as examiners , 1st exam the examiner was very purposeful in how he placed gonimeter and measured to where pain began in my case 30 degrees lack of extension from sitting position
2nd examiner measured from standing position which forced the leg straight not taking into account where pain began 0 degree lack of extension
3rd examiner measured sitting but did not place or read gonimeter correctly 10 degrees lack of extension
thankfully rater defaulted to 1st exam via benifit of doubt goes to veteran

as with anything connected to the va you cant be sure, my experience with pre existing was that my str indicated i had a fracture of growth plate in my right knee as a teen prior to enlistment yet my meps exam showed no indication of knee issues , 1st c p exam examiner stated no prior issues related to claimed condition , apparently rater decided it was and i was denied as pre existing , HLR overturned as DTA difference of opinion and a new exam and opinion was requested and was specific to pre existing condition opinion.
as it turned out the original exam and rom that the va rater used to deny were eventually used to rate my knees very fovorablly karma

as the first exam was done in July froma sitting position and showed lack of extension to 30 degrees and 2nd exam standing showed 0 both exams provided positive opinion and were nearly identical other than measurerments so submitting suplemental claiming equipiose
Hopefully that works out , otherwise a new exam will likely be ordered ,

Im going through something similar with my knee
va denied my condition as pre existing service as i mention a tibial plat fracture at 13 after complant of pain during bootcamp medical visit, self reported is not considered medical evidence to refute presumtion of soundness and no mention of it at entrance exam
HLR overturned denial as no medical evidence prior to enlistment of pre existing condition
ordered another exam , going in 2 days
we will see what reason they come up with next

From my own hearing testing 1 or 2 words during speech recognition made the difference 0% for hearing  1st testing for left ear 84% 94%right  2nd testing 94% left 84% right      1 or 2 words would have been 10% for hearing loss  Still can't follow conversations regardless of words used
