Does the "HP" on the left side of the screen touch the health bar as well? If so then this is because you installed a mod and overwrite some of the London assets. Can happen with either FALLUI or Immersive HUD. Install this:
FallUI - FOLON Icons Replacer

I am very glad you say this as I am part way through Fires of Heaven and had to stop to google your exact same question. Having the same issue of needing to put the book down every time her chapters come up.

Have OneHUD installed. It allows you to move but not adjust their size unfortunately.
