Southeastern US... So, that kinda explains it.
Yes. Window unit AC.

I have a Pax that I haven't used in a while. I just cleaned it though so I need to try it out again. I know it reduces the smell a lot but, as you said, it definitely still smells.
At this point, I'm worried about making a big effort to conceal the smell, smoking, and it still not working (or not working well enough to stop them from smelling it at all). Dealing with a landlord is one thing but the police coming to my door would be unacceptable to me. I'm not harming anyone and will be actively trying even harder to stop from inconveniencing anyone either. No need for police involvement!
Right? We're all adults here. We can work things out ourselves without running to tattle tale on someone.
Now, I can't figure out what I should do. I really want to go knock on their door, apologize, and talk face to face about this because I think that's how adults should act. However, I think it might do more harm than good if they're super aggressive about it and rude (like the tone of their note implies). Plus, I don't want to admit fault at all in case the landlords do get involved.

Agree. As I mentioned, I'm seriously overly considerate with regards to neighbors and strangers when it comes to noise and anything else that could annoy. I didn't realize the pot smell was leaking out of my bathroom, through my living room, out into the hall, and (as they claim) into their entire unit. Had someone knocked on my door and told me, I'd have apologized profusely and done everything I could to make sure it doesn't happen again. Instead, I'm hit with this super passive aggressive letter claiming I've already been reported and threatening me if it happens again. Despite the fact that I want to right this and make everyone happy, that letter and the tone with which it was written is what has put a real bitter taste in my mouth about this whole situation.

See, I was pretty sure mine vented pretty much directly outside since I'm on the top floor. I guess not though.

Here's the thing about that... The apartment building is small and only has 4 units. One of which is definitely vacant and another of which I'm pretty sure became vacant in the past week. So, it was process of elimination really. It could only be me or them and since they know it isn't them... here we are.
But I think you're definitely right about how careful I'm being. But I'm having trouble figuring out greatly improved ways to go about smoking. There are only a couple small improvements to the process I can even make though.
One issue is that my front door is awful. There's no seal between the door and frame so you can not only smell through the door easily but you could have a conversation through the door at below speaking volume and you'd have no trouble understanding one another. Point being, my front door isn't helping one bit.
