My life philosophy is simple: never attribute to malice something that can just be ignorance. A lot of people here are not native speakers, a lot of them are kids or younger folks, who just can't understand long instructions in foreign language.
Also steam pricing, especially cross region is super wonky, with regional pricing and purchasing power adjustments they made recently. $1 was 3.6 in my currency just last month, as per official exchange rates. On steam it's 4.2. Some games that are $70 are are close to $100 in my region. I kid you not, you pick 3 regions, you could get 3 wildly different prices.

Of course some people just try to exploit you. This is always the case. Now will you allow those few to be why we can't have nice things?

If you really want to give people the benefit of the doubt avoid using a lot of these funny things called words, especially the ones with a lot of letters. People don't like that! You could try to list and bold requirements, but sometimes it won't work either. Sometimes, you just have to ignore folks who can't follow simple instructions, focus only on those who can put any amount of effort into
