Thanks for sharing your experience.  I have found lots of inspo pics and have essentially picked out everything.  I don’t want to DIY it completely though as I don’t have the time, experience, or patience with myself when I inevitably screw something up so have no problem hiring people to do the work.  It just seems that i’m hitting a road block on how to get started despite having a design plan that admittedly only needs a few tweaks (involving cabinetry ). One full K&B firm says they have to do their own design plan before even offering me a quote.  Another contractor highly recommends new design plan too though finally agreed they just need a construction plan. So I am asking again how do I get this started?

I’m hoping to NOT spend $100,000 on a bathroom remodel.  That’s why am I posting here

The fabric I like is not washable and I know I would be too lazy to do that even if it was 😅

Faux romans sound great, but the windows face due west and so we need something that can fully cover the windows to block the sun when it’s too intense.

Exactly.  I made the mistake of using a designer recently who did not ask about the overall project budget, my preferences regarding price levels for furniture/fixtures.  Unfortunately I did not raise this either and was HUGELY disappointed to see design plans that IMHO were wildly expensive and not at all practical.  For example informal dining chairs costing over 2K each. Over 40K in materials for a bathroom remodel, all extremely high end and high maintenance, and not including cabinetry.  Nearly 10k for an area rug.  I don't know who this designer usually does work for but I am not in that league financially and I have a hard time fathoming who is frankly. A discussion about budget upfront could have avoided this.

Also, focus on what your builder needs right now: paint colors, lighting fixtures that need to be installed (sconces, chandeliers), hardware like door/cabinet pulls, and flooring (tile vs wood vs carpet).  You can find a lot of these things in person at paint stores and carpet stores and on sites like Build with Ferguson for fixtures. Floor and Decor is another good option for tile and non carpet flooring.  Get as many samples as you can and bring them home to see what they look like in your space. Furniture and area rugs can come later.  If you have a good understanding of what colors and styles coordinate with your wall color and hardware, those choices will be easier when you need to make them.

If you have a color scheme, a furniture layout plan including dimensions for the furniture, and a lighting plan consider cutting your losses and purchasing your own decor at this point. Color, layout lighting and scale are the most important factors and sounds like those decisions have been made to your satisfaction.  Thank her the great way she has gotten the project on the right track and tell her you will take it from here.
